Dear Mr. Orrico;
I am writing in regards to the performance of Fredd Pratt and the DYONYX team that supports the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) Program and our mission in the Department of Homeland Security (DHS). Though the DYONYX Company is a subcontractor to my project, Mr. Pratt and his supporting organization continue to provide a level of service and management to allow seamless coordination and communication with the prime, L-3 Communications, Inc.
As you are aware, US-VISIT is a highly visible and challenging program with continuously changing process, technical and support requirements. Through Mr. Pratt's leadership and guidance, he continues to institute the DYONYX management standards which demonstrate a full understanding of the mission. These company standards and practices support Mr. Pratt and allow him to have the capabilities and understanding to do whatever it takes to make the US-VISIT exit program pilot a success.
Though it is a true team effort with L-3 Communications, Inc. I want to recognize the efforts of Mr. Pratt and the program management team. Mr. Pratt's understanding of the program's requirements have made my life easier on many occasions. His process focused leadership and hands on approach have contributed substantially to the pilot's success.
I have recieved positive reviews from superiors, federal partners, airlines and airport management regarding the level of professionalism and dedication to the service of his supporting field personnel. Additionally, staff turnover is less than 1/3 of what was estimated. These positive accounts have allowed Mr. Pratt and the DYONYX team to support the ability to meet and challenge the performance metrics set for the contract.
